Department of Interior and Local Government Manuel Roxas II has commended the Philippine National Police for recapturing four escaped convicts over the weekend, saying it is a sign of better performance in the future.
“I hope the public takes this as a down payment on the PNP’s improved performance,” Roxas said in Filipino.
Police captured convicted bank robber Ricky Cadavero and his assistant Wilfredo “Kulot” Panogalinga Jr. in Cavite. Both are leaders of the Ozamis group, which has been implicated in robberies of moneychangers and banks. Cadavero escaped from New Bilibid Prison in December last year.
Convicted Chinese drug traffickers Li Lan Yan alias Jackson Dy and Wang Li Na were captured in a subdivision in San Juan City.
