Why does it seem like somebody enjoys making government employees suffer?

“Senator Miriam Defensor Santiago is calling on the Senate to look into reports that Filipino nurses in the country are still getting salaries below the stipulated minimum wage,” reports Hannah Torregoza in Manila Bulletin.

The report noted: “Under the Philippine Nursing Act of 2002 or Republic Act No. 9713, the standardized monthly salary of new nurses in government hospitals is PHP25,000. However, despite this, many nurses are still getting less.”

Santiago pointed out that “the move of the Philippine Nurses Association (PNA) last October calling on government to unionize the country’s nurses in order for them to negotiate for better pay and benefits with private and government hospitals nationwide, warrants a congressional inquiry.”
