PAL to probe case of woman with no passport who went to Korea

Just one question: How did this happen?

“The Civil Aviation Authority of the Philippines (CAAP) and the nation’s flag carrier Philippine Airlines (PAL) will conduct separate probes into the serious security breach committed by ground personnel in Kalibo International Airport after it was discovered that a woman without a passport was able to fly to South Korea aboard one of PAL’s airplane,” reports Roy Mabasa in Manila Bulletin.

The CAAP likewise said in a statement that it is “investigating the incident and corrective measures are now in place.”

The report added: “In its incident report, CAAP confirmed that Leah Castro Reginio, 35, single, and a resident of Aureliana, Patnongon, Antique managed to board PAL flight PR490 bound for to Incheon International Airport, one of the largest and busiest airports in the world, that departed Kalibo at 5:34 p.m. on January 22 without an airline ticket and travel documents. Reginio was intercepted by Korean Immigration authorities due to failure to present tickets and passport upon arrival at Incheon. She was flown back to Kalibo on January 23 on board PAL flight PR489 from Incheon at 3:38 p.m. in good physical condition.”

Those who will be subjected to the probe will include “security personnel assigned at the pre-passenger screening, passenger profiling, ticket evaluation and PAL personnel in Kalibo for allowing the person to board the plane without the proper travel documents.”

The report explained that “under Republic Act 9497, otherwise known as the Civil Aviation Act of 2008, liabilities on persons or entity will be meted on those violating the said provisions.”
